For more than two decades, Somalia has been cited in public discussion as an archetype of a failed state—a country controlled by terrorists and warlords, lacking an effective government and beset by cycles of man-made and natural disasters. In the past few years, however, the country has been rebuilding its economy and reestablishing a functioning government. As it does so, important security and financial challenges remain.
